From Law wiki, the wiki for law researchA Standing Committe of the House of Commons is convened by the Comittee of Selection to discuss in detail a new Bill that has passed its Second reading. Most such committees comprise 18-25 MPs, including the proposer of the Bill, his Opposition counterpart, Government and Opposition whips, and other MPs with particular expertise in the subject area. Occasionally a Bill may be discussed by a Committee of the whole house either as an alternative to, or in addition to, a Standing Comittee. Despite the name, a standing committee is constituted afresh for each new Bill. The composition of the Committee is chosen to reflect the representation of each part in the House. This means that if the party in Government were to lose its overall majority in the House, it would lose the majority in standing committees as well.
