'Relief of poverty' is one of the four categories of charitable purpose identified in Pemsels case (1891).

Poverty, like charity, is a term of art when used in the present context. The case-law suggests that poverty does not require utter destitution -- a person is in poverty if his or her financial circumstances prevent reasonable needs being met.
